The bottom of sceptre is a part of the runed sceptre and eventually the skull sceptre. It is dropped by Flesh Crawlers on the second level of the Stronghold of Security. Combining it with the top of sceptre makes the runed sceptre. Using it with a chisel makes bone fragments, 3 if none of the Varrock Diary is complete and 4, 5, 6, or 7 respectively depending which tier of the diary is complete.

After combining a message in chatbox will state: "The two halves of the Sceptre fit perfectly. The Sceptre appears to be designed to have something on top." The Stronghold of Security is the dungeon beneath Barbarian Village, to the west of Varrock and east of the Dwarven Mine.

Skull sceptre pieces can be crushed with a chisel to yield Bone fragments, or combined to a Skull sceptre (i) to add to its current charges. When chiseled, the bottom of sceptre will provide a base quantity of three bone fragments, increasing by one for each Varrock diary tier the player has completed.
