The Elite Void Knight is located near the bank (mostly wandering around the entrance) on the Void Knights' Outpost. Players who have completed the Hard Western Provinces Diary can speak to her in order to upgrade their Void knight top and robe to an Elite void top and elite robe, for 200 commendation points each.
