The Pirate message is a quest-specific item that is needed to complete the Pirate's Treasure quest. It can be obtained by using the key that Redbeard Frank gives you during the quest on a chest in an upstairs room of the Blue Moon Inn.
The message lets the player know that the treasure is buried somewhere in Falador Park. It has no use whatsoever after the quest.
Its message reads: Visit the city of the White Knights. In the park, Saradomin points to the X which marks the spot.
If the player uses the drop trick to obtain multiple chest keys, selecting "open" on the chest for a second time will tell the player that the chest is locked, even though they have a key in their inventory. However, if the player manually uses the key on the chest, it will open, allowing the player to obtain multiple pirate messages.
