Portals can be found in the various Clan Wars arenas, in the waiting areas players are sent to after they are killed. Once in these waiting areas, players can use the viewing orb to watch the battle, or step into the portal to return to the Clan Wars lobby area. Depending on the settings of the battle, players may be able to rejoin the fight once exiting to the lobby.
