Do Shard Rates Scale with Mining Level?[edit source]

Further research required- at 82 mining the maximum I have received is 4200 shards in an hour with a Dragon pickaxe and varrock armor (just in case).

Curious if mining level affects rates at all- feel free to submit your own data to compare.
