I'm not usually playing after midnight UTC, but the one time I did recently, Zaff hadn't reset. If other people are seeing him reset at midnight UTC, maybe it also requires a certain number of hours since last visit?
Tears of Guthix doesn't reset on Wednesdays. Going by the quest journal, it's approximately 7 days since last visit, though I don't know what time on that day.
Managing Miscellania says that's based on the time of your last visit.
