editI added this paragraph on the fastest method for Soup:
The fastest method on average to receive Soup is by rapidly completing courier tasks between Aldarin and the Sunset Coast. After every 8 courier tasks, the notice board will reset. Occasionally, upon reset, no tasks will be available between Aldarin and the Sunset Coast. When this occurs, players should complete 8 courier tasks between Port Sarim and The Pandemonium to quickly force another board reset and then return to Aldarin.
I didn't discover the Aldarin/Sunset Coast method, but I did some math to convince myself it's the fastest method and also to show that the Port Sarim/Pandemonium route is generally the best method for resetting. Figured I'd share the math here in case anyone wants to check my work or compare it to a better method found in the future.
Math:
Jagex told us that level 1 Port Tasks have a 1/6000 chance of Soup and level 99 tasks have a 1/3150 chance. Assuming the rate scales linearly with the level of tasks:
Rate = 1/P
P = 6000 - 29.08*(S-1); where S is the task's level
Define v as v = 6000/P; This gives us an easy number to compare the value of a particular port task. A task with value V will give a pet at the rate of V/6000.
Define v' as v' = (v/t)*10000; where t is the number of tiles the player must travel to complete a particular task. v' adjusts v to account for task distance.
v' lets us compare pet chances between routes with an adjustment for distance. Higher v' should correlate pretty closely with higher pet chance per hour. If we're able to stack 2 tasks on a single route, we can add the v' of each task together.
I ran the numbers to find v' for Aldarin/Sunset Coast tasks, Rellekka/Etceteria tasks, and Port Sarim/Pandemonium tasks. I don't think anything else comes close to these 3.

This shows that the Aldarin/Sunset Coast tasks have a much higher v' than the other two, even comparing single ALD/SSC tasks to doubling up on REL/ETC tasks. This means we should always prioritize ALD/SLC when it's available.
The PSM/PDM tasks are especially strong for resetting because it will very often have a route that allows you to stack 3 tasks together in one trip. 3 tasks means the effective v' is 3*42.7, or 128. This is better than any single REL/ETC task. REL/ETC could be better in the rare case that you can stack 2 tasks together, but it's pretty rare to find double tasks between these ports while triple tasks between PSM/PDM are very common. I don't think it's worth the time to check REL/ETC for double tasks given its rarity and the fact it's only marginally better than PSM/PDM triples.
This leaves us with the simple strategy of running ALD/SSC runs whenever available, then quickly resetting at PSM/PDM when needed.

edit- Neither. Chance is not additive like that. If you would be able to just add each roll to another independent roll, you would have a 9000/9000 chance after 3000 runs, which is false. 3 rolls of 1/9000 yields 0.0333296%, which is very close to 1/3000, but it's actually 1/3000.33604, or roughly 3/9001. It is only this close because the 3 rolls of a 1/9000 drop is simply not that much, but if you had 3 rolls of something that drops at a 1/3 rate you would have a chance of 'only' about 70% to actually get the drop once or more, so then you'd be looking more at 2/3, which is a bigger difference from 3/3 than 3/9000 is from 3/9001. Effectively, you could say that the drop rate per glide is indeed basically 1/3000, but it's not exact, and listing it as the real rate would break calculations over more trials. --

edit- I did some more testing and while Etceteria -> Rellekka is ~134 tiles and Port Sarim -> Pandemonium is ~234 tiles, you typically only get 1 task going in each direction. Port Sarim and Pandemonium often have 2-3 tasks in each direction, allowing you to finish a board reset in two round trips (468 tiles) instead of four (536 tiles). Can we get some drop rates on ship combat? This should be a viable method since manning the cannon yourself gives a sailing xp drop, and it says you can get it from any sailing activity, so this should count too right?
