There is a niche bug in the game when making these arrows - the nails must be used on the flighted ogre arrows, the arrows cannot be used on the nails. It must be done in this specific order - nails on arrows. When attempting to use arrows on nails, the message "Nothing interesting happens." is produced.

I haven't tested steel brutals specifically but I believe it does. I got my chompy kills with adamant. If you want to be sure, keep an eye on your ammo - it should have a 60% chance of not depleting for a shot with Ava's attractor, 72% with accumulator, and 80% with assembler.
