how do you actually make them. it's not clear int he game. i can see the materials, but it doesn't give the option on the boat, at the shipwrights' bench, or an anvil

Differences between Helms?

Could this be clarified? This made me think for a moment that click-pathing on a ship is an option, but might just be my confusion. "Players can use the "navigate" option of the helm to control the ship they're on, which changes the control scheme from click-pathing to a heading selector around the boat."
