The Gnome shop keeper is an unused character who was added to the game during the RuneScape 2 beta. Presumably, he would have been a generic character in the Tree Gnome Stronghold or Tree Gnome Village, similar to the Gnome banker. He has a very similar appearance to Bolkoy, who runs the general store in the Tree Gnome Village.

The character was not added to the game since every gnome shop is run by a unique character. Most likely, he was scrapped relatively early on due to lacking any interaction options.

The Eyes of Glouphrie

A second Gnome shop keeper was added to the game with the release of The Eyes of Glouphrie; this time, he had a Talk-to option, and is identified as eyeglo_antiques_dealer by his NPC config. The character was possibly meant to provide another method for obtaining the crystalline discs used in the quest, and may have been related to Ornament (Gnome Stronghold), but he was cut before launch. This made the Gnome shop keeper the only character to be added to the game twice and remain unused on both occasions.
