The page only talks about ScapeRune in the evil bob random event. This is no longer the case, as with each random event you get a message saying you are in ScapeRune.

The Dunce random event also takes place in ScapeRune as upon teleporting to the event a message in the chatbox says "Welcome to ScapeRune" meaning the inhabitants of ScapeRune should also include the NPCs from this random event, and it is another accessible area of the realm adjacent to the Evil Bob random events.
