The base plans are an item obtained from searching the tapestry in Zemouregal's Fort during The Curse of Arrav, alongside the base key. They are given to Elias White, who uses them to formulate a plan to retrieve Arrav's heart, which is guarded under heavy security in the inner section of Zemouregal's Base.
Studing the plans will give a chatbox message stating "These appear to be complex plans for Zemouregal's Base in Silvarea. Maybe Elias can help you interpret them."
