The boy in Taverley is the starting point for the Witch's House quest. He can be found just south of Nora T. Hagg's house.
He accidentally kicked his ball into Nora's garden, and rather than giving it back to him, she became angry at the boy for being so careless and locked it in her shed. At the boy's request, players infiltrate Nora's house and return his ball.
