His dialogue references the fact that during the creation of Land's End, Mod West accidentally deleted the area by saving Rimmington over it and lost 4 hours of work.[1]
Hugor is also a reference to Tyrion Lannister of George R.R Martin's A Song of Ice and Fire. In the fifth book A Dance with Dragons, Tyrion goes by the name of Hugor Hill, and drinks excessively. Additionally his dialogue references an often repeated question by Tyrion: "Where do whores go?"
The crossbow spawn in Hugor's house is possibly a reference to Tyrion killing his father Tywin Lannister with a crossbow during the events of A Storm of Swords.
