The warrant is a quest item used only in Plague City. It is obtained from Bravek after giving him a hangover cure and telling him about the kidnapping.

The warrant is used to distract the mourner guard by the entrance to the plague house in the south-east corner of West Ardougne, granting the player access to search for Elena.

After rescuing Elena, this house can be accessed without needing the warrant, so it serves no further use.

Trivia

• After Elena's rescue, the player can simply walk through the door to enter the building. If the player uses the warrant on a mourner, it will replay the quest dialogue, allowing the player to sneak inside again.
