Civilians are citizens of West Ardougne who can be found in the western section of the city, just east of the Underground Pass. When talked to, they will complain that they are busy because of the rat infestation, and say that they need a cat.
Players can sell adult, overgrown, wily, hell and lazy cats to civilians for 100 Death runes each, or 200 after completing the Easy Ardougne Diary. This will have them take your cat away from you permanently, but you can buy a replacement from Gertrude. Note that they will not accept kittens or the Witch's cat from the Underground Pass quest. To sell the cat you need to use it as an item on the Civilian.
Despite common player misconceptions, the civilians do not eat the cats that are sold to them. The cats keep to themselves and help control the mouse population, which the civilians believe is helping prevent deaths from the plague.[1] Additionally, some of the civilians are members of the West Ardougne Cat Appreciation Society, and are planning on opening a 'community-led cat café' to the public at some point.

Trivia
[edit | edit source]- The Civilians' dialogue mentions that they get their death runes from the dwarves who dig them out from the Underground Pass. This may be because the Death Altar is located just beyond the Underground Pass.
- The examine text for rats ("A popular dwarven delicacy.") further implies that the civilians pay for the runes with the rats they catch; the dwarves have easy access to a delicacy while the civilians can trade the runes for more cats to help with the infestation.
