The Ethereal Expert can only be found in the Dream World only during the Lunar Diplomacy quest.

The Ethereal Expert directs one of the tasks the player must complete in the dream section of the quest. In "The race is on!" the player races the Ethereal Expert to the other side of the island. He takes the left and straight route. The player takes the right and curvy route—with four hurdles.
