Ground sulphur is created by using sulphur with a pestle and mortar. It, along with a Pot of quicklime and a barrel of naphtha, are ingredients used for making the Barrel bomb. This item is made during the Regicide quest.

To keep one as a souvenir, drop it on the floor before talking to King Lathas at the end of the quest, and pick it back up after the Quest Complete screen.
