Deep blue sweets are remnants from the 2005 Halloween event that still exist within the game cache, but are unobtainable anywhere in-game.

2005 Halloween event

During the event, players were able to trick-or-treat the children around Lumbridge. They could either trick them with a Zombie head to receive some sweets, or treat to give them back. When eaten, steam came from the players' ears. They melted into chocolate dust after the event was removed.
