Unused non-player characters

Unused non-player characters are NPCs that exist within the game's code, but can not be found anywhere during normal gameplay. These exist for a variety of reasons; either they were removed from the game, replaced with other NPCs when an area was reworked, or were ultimately never made available ingame.
Characters who were never added[edit | edit source]
These characters have never been added to the game in any capacity; they are usually leftover content from development that has remained in the game files.
